Tuki reiterates vision to make Arunachal frontrunner in sports

ITANAGAR, Aug 24: Chief Minister Nabam Tuki reiterated his commitment to make Arunachal Pradesh a vibrant leading edge state in sports through target oriented action plans.

“Our main vision is to make Arunachal Pradesh a vibrant leading edge state in sports through target oriented action plans for diverse activities including coaching, training, counseling and participation at various levels of tournaments and championships of all sports disciplines,” Tuki said on the concluding ceremony of the first Dorjee Khandu Memorial State Open Badminton Tournament here this evening.

“My government has recently adopted a comprehensive State Sports Policy, which would provide adequate incentives to sportspersons and boost sporting events. The pragmatic and uniform Sports Policy will broad base sports activities in the state so that people from different parts of the society get a fair chance to show their talent at all levels,” the Chief Minister said.

Tuki hoped that by the year 2030 all basic pre-requisite needs of infrastructure and necessary technical back-up for development of sports and youth activities will be fulfilled in all districts, sub-divisions and block headquarters.  Besides creation of infrastructure and technical back-up, we will also provide maximum opportunities and benefits to indigenous youths, he said adding that  a pension scheme for welfare of distressed sports persons has also been incorporated while special focus would be laid on promotion of sports amongst girls and the physically challenged.

Congratulating all the participants, including those who could not win a medal, Tuki said that winning or losing are secondary. The will to participate and emerge a formidable competitor also deserves appreciation, he said.

Tuki who himself is an ardent lover of sports said that Badminton is a wonderful game of stamina, zest and intelligence. Besides offering entertainment, recreation and physical exercise sports imbibes in us the important human qualities like discipline and team work, he said.

Recalling former Chief Minister Late Dorjee Khandu’s love for the game, Tuki said the former visionary leader played it with his heart and contributed to its development with his heart. Inside the court he was one of the most agile players that I have seen and outside he did all that was possible for upliftment of the game as well as young players. I can bet that many players here today have excelled due to his constant encouragement and guidance, Tuki said.

This tournament in his memorial is indeed a befitting tribute to the great ambassador of the game, he added. Tuki also declared that from next year the State Government will take over the tournament and facilitate its conduction through the Arunachal State Badminton Association (ASBA). He also assured to place sufficient funds for construction of one more badminton club with at least two courts. This will pave way to smooth conduction of the tournament as well as provide additional courts for our players to hone their skill.

The CM also felt proud of the recent performance of sportspersons in the state.

“They have carved their niche in sporting arenas like weightlifting, mountaineering, karate, archery, taekwondo, chess and even badminton, etc. We are proud of them for bringing laurels to the state and making Arunachal Pradesh an emerging sporting state to reckon with in the country.

Keeping in mind the future of the state’s sporting talents, the state government has increased reservation of jobs under sports quota in the state police and sports department from 5% to 10 %.  Further, enough funds have been sanctioned for development of sports infrastructure as well as holding of sporting activities at Panchayat levels all over the state, he informed. We are also planning to construct indoor and outdoor stadiums at various locations in the state, he added..

On the occasion, upcoming badminton player of the state Laa Talar was felicitated with citation acknowledging the contribution of the young player towards the game of Badminton.

He was ranked 1 and 2 in Under-10, Under-13, Under-15 and Under-16 in Doubles and Singles respectively. In 2011 he became the Under-16 National Champion in Boys Single event. He has so far won 22 Gold, 6 Silver and 12 Bronze medals in various, International, National, Regional and State Level tournaments.

He represented India in the LI-NING Singapore Youth International Tournament held in Malaysia in December 2011. He also represented India in ANA Badminton Asia Youth U-17 and U-15 Championship 2011 at Chiba in Japan (5-9 October, 2011) and the East Java Badminton Open Tournament in Indonesia (12-19 October, 2011).

Owing to his immense potential as an upcoming Badminton prodigy and a future champion, Air India has roped him in to represent its Badminton Team in all national and international events.

As an Arunachalee, he has not only brought name and fame for himself and his family but also for his state Arunachal Pradesh and the North East.

 

 

NESO calls NE bandh against illegal immigrants

Guwahati, Aug 24: The North East Students Organisation (NESO) today announced an agitational programme, including a bandh in N E states to protest against the recent exodus of NE people from other states and in favour of demand for immediate detection and deportation of illegal immigrants.

Addressing a press conference after an emergent meeting, leaders of the apex student body of the region announced a public rally to be held here on September six where members of NE MPs' Forum, government representatives from Karnataka, Maharashtra and Andhra Pradesh from where the exodus had taken place will be invited.

"Simultaneously a 12-hour bandh will be held on that day in all the NE states, except Assam, to resent the atrocities meted out to the NE people, arrest of the culprits, and immediate detection and deportation of illegal migrants", NESO Chairman Dr Samujjal Bhattacharjya and Secretary General Gumjum Haider said.

"When the six states observe the bandh, we will hold a massive meeting and take out a procession in Guwahati, the gateway to NE. In order to facilitate people's participation in the rally, we have not called the bandh in Assam," NESO chairman said.

The NESO have also demanded that rehabilitation measures to be undertaken for the victims of Kokrajhar, Chirang and Dhubri must be given only to indigenous people and not illegal immigrants.

The NESO has recommended for setting up of nodal agency in all the States that witness mass exodus of panic-gripped NE people to coordinate safe return of the NE people who had fled those states leaving behind their jobs and study.

The NESO has decided to form NE people and students welfare coordination committee at its own initiative in those states for the benefit of the N-E people and students residing there. The NESO demands that the Central government should facilitate a meeting of the chief ministers of all the northeastern states to work out a coordination to respond to the threat posed by the unabated illegal migration from Bangladesh to the region. It further demanded immediate steps from the government of India to detect and deport all the illegal migrants especially those coming from Bangladesh and also those Bangladeshis who have gone untraced after entering the country with valid documents. Sab ganda hai par dhandha hai yeh...

ITANAGAR, Aug 24: The days have turned into months but still everyone is clueless about who are the persons involved in Tongam Rina attack case. Journalist fraternities of state are trying every possible step to put pressure on investigating agencies to accelerate the investigation process. Every time when we approach police or state government officials, we are told, “Investigation is going on. Please have patience.”

Since the black Sunday of July 15, when associate editor of this daily Tongam Rina was shot at in front of the office, life has totally changed for journalist fraternities of state. Fear and restlessness has engulfed the media houses. However, the media fraternities of state have pinned hope on police and state government that attackers of Rina will be arrested or  identified at the earliest. But with each passing day the hope is dying and there is genuine anger against politicians and policemen.

The experience of dealing with police and politicians in the wake of attack on media houses and media persons in recent past made us to believe there is nexus between politicians, police and criminals in the state. Majority of hardcore criminals in the state are being given patronage by powerful politicians. Also most of these so called powerful criminals who started their ‘crime career’ from petty crimes have become friends with men in uniform because of their constant visit to the police station. Such kind of friendship becomes big obstacle during the investigation.

Politician gives wonderful sound byte to media condemning all kind of criminal acts but behind the scene, they are the one who put pressure on police not to arrest their pet goondas. In return, the criminals help politicians during election for intimidating voters and poll officials.

Knowing that their master’s are always there to protect them, most of the criminals of state are acting without any fear.

If these criminals are not given punishment for the heinous acts committed by them, then in days to come they will terrorize all law abiding citizen. In fact, Arunachal will have no place for peace loving and law abiding citizen if present trend continues.

Every time when there is a crime incident, the ordinary citizens of state raise voice, politicians and police assure that culprits will be arrested. However, after some days everyone forgets about incident and life moves on. There lacks a political will on the part of law makers to act tough against criminals.

The most ironical part is that attackers or persons involved in Tongam Rina attack case might be reading this article and may be commenting, “poor Taba Ajum, keep writing, nothing will happen.” There is a dirty nexus between politicians and goondas, but both of them would say, “Sab ganda hai par dhandha hai yeh...”  

 

 

AAMSU assures help in arresting killers of student

ITANAGAR, Aug 24: The All Assam Minority Students' Union (AAMSU) has assured its all help in arresting one of the accused who is still at large and involved in Rallo Rene murder case. AAMSU gave this assurance to All Nyishi Students’ Union (ANSU) in a joint meeting held regarding recent murder incident of the 16-year-old school girl at Yazali, here today.

One of the accused in the murder case has been apprehended while the other accused is still at large, ANSU informed in a release.

The meeting chaired by ANSU president Sikka Gapak constituted a team comprising members from both the organization to co-ordinate with the administration of both Arunachal Pradesh and Assam for early arrest of the culprits.

Further, the conglomeration urged the business community and govt officials of Yazali, who have fled Yazali after the gruesome murder of the innocent young girl student and confusion arising in the aftermath of the murder appealed them to come back and resume their normal duties.

It further urged the Lower Subansiri police and District Administration to publish a look out notice in print media giving details of the culprit, which may help arrest of the culprit and circulate it both in Arunachal and Assam.

 

 

Arunachal delegation to attend NE India-Myanmar Business Conclave

Itanagar, Aug 24: A four-member delegation from Arunachal Pradesh led by Agriculture, Horticulture and Dairy Development Minister Setong Sena will leave for Yangon in Myanmar tomorrow to attend the second North East India-Myanmar Business Conclave scheduled from August 27 next.

Being organized by the Indian Chamber of Commerce (ICC) with the support of Indian Embassy in Yangon, the second business conclave would focus on border trade and strengthening the available infrastructure besides facilitating smooth operations for the traders of Northeast India and Myanmar, official sources informed.

The delegation including, trade and commerce parliamentary secretary Phoshum Khimhun, trade and commerce director Tokong Pertin and Arunachal Chamber of Commerce and Industries president Techi Lala would make a night halt at Moreh on August 26 next before entering Myanmar and is scheduled to convene a business meet with local chamber, sources informed.

The Indian would convene a meeting with the chief minister of mineral-rich Sagaing Division of Mynmar and participate in a business to business meet in order to benefit cross-border trade and commerce between the two Asian nations, sources disclosed. The other highlights of the conclave includes visit to the new capital city of Nay-Pye-Thaw (NPT) by the Indian delegation, meeting with a few ministers of Myanmar besides a business workshop with Union of Myanmar Federation of Commerce and Industry (UMFCCI) at Yangon on topics like strategic management, small and medium scale industries, financial services, logistics and transport services, sources added.

It is pertinent to mention here that Indo-Myanmar trade has increased significantly over the years and has recorded over 60 per cent growth in the Moreh-Tamu border alone.

During the meeting of the fourth Joint Trade Commission (JTC) in New Delhi recently, India had set the target of doubling the existing USD 1.5 billion trade between the two countries by 2015 and agreed to expand and diversify bilateral trade, sources added. PTI

 

 

Nurses demand creation of posts, pending allowances

ITANAGAR, Aug 24: The trained Nurses Association of India Arunachal Pradesh State Branch has appealed to the state Govt to sanction especial fund for creation of nursing administrator posts within this financial year.

No post for nursing administrators has been created for last more than 20 years, the TNAI state branch  claimed adding there are no DDHS (nursing) and assistant director, Nursing whereas  Arunachal urgently requires one DDHS (nursing) and 3 assistant directors (nursing).

In a letter to the finance minister, the Association said that since 1962 only two posts of nursing superintendent/matrons have been created.  No hospitals and primary health can perform its function properly without supportive medical staff, it said adding that posts of the nursing administrator and other nursing staff must be created for each of the district hospital and health centre across the state.

In a separate letter to the director of health service, the nurses demanded immediate release of all pending allowances including arrear as per the 6th CPC for nursing personnel. The nursing staff in all  health centres  are deprived of their legitimate dues despite they are  performing their duties with dedication  in adverse and difficult situation, it said.

 

 

Expert team from Dibrugarh to carry out investigation into outbreak of dengue

ITANAGAR, Aug 24:  A Scientific Team from the Regional Medical Research Centre, ICMR, Dibrugarh would carry out detailed investigation into the outbreak of Dengue in Pasighat, East Siang district.

Four patients were found positive for Dengue virus and 40 for “Scrub Typhus” out of 118 blood sample collected from Pasighat recently. The tests were conducted by RMRC, ICMR, Dibrugarh, informed Dr.L. Jampa, MD, State Epidemiologist, Directorate of Health Services.

The team is arriving Pasighat on August 27.

Another team from the National Vector Borne Disease Control Programme (NVBDCP) and National Center for Disease Control (NCDC) is also visiting Arunachal Pradesh to investigate the outbreak of Dengue fever in Pasighat, Dr. Jampa informed. The team of expert (entomological) would conduct study on vectors collected from Pasighat by the entomological team at Kimin Zonal Malaria Headquarter.

Meanwhile, Dr. Jampa rushed to Pasighat to assess the situation and held meeting with the District Medical Officer,  Medical Superintendent and Microbiologist of General Hospital Pasighat along with the Jt.DHS (FW) and Nodal Officer-NRHM and the DSO- IDSP.

An Entomological team consisting two Entomologists and one insect- collector has collected a large number of both larvae and adult mosquitoes from the affected areas for performing vector study. Also, rats were trapped, since the transmitting vector causing ‘Scrub Typhus’ is a “Mite” which is usually found in rats, Dr. Jampa said.

Fogging operation with chemical insecticide was carried out to reduce the mosquito population in the area by the Malaria division, he said adding that surveillance on fever cases is activated to monitor the trend. Treatment for both Dengue Fever and Scrub Typhus has been started as per guidelines.

It may be mentioned that Dengue and Scrub Typhus occur in new and unreported areas because of ecological and environmental change leading to vector movements from one place to another.

People are advised to maintain good personal hygiene and protect themselves from mosquito bites. All breeding places for the “Aedes species” mosquitoes which are responsible for transmitting the Dengue virus to people should be emptied and cleaned every week. The Aedes mosquitoes are known to breed in water collected in empty tyres, tins, bottles, coconut shells, flower vases, overhead tanks and air-coolers etc.  

Although, both Dengue fever and Scrub Typhus are detected for the first time in Pasighat area, the Department of Health urged the people of the state to remain calm as every measures are being taken to contain the situation at the earliest.

 

 

Smart class introduced in AR school

Sena takes stock of development activities in West Kameng

ITANAGAR, Aug 24: Minister for Agriculture, Horticulture, Animal Husbandry and Veterinary Setong Sena, visited West Kameng district on August 22 and 23 to take stock of the development activities being undertaken in the district under various centrally sponsored and state plan schemes, particularly in Horticulture sector.

He visited the State Horticulture Farm, Shergaon, and Regional Apple Nursery, Dirang.

While interacting with officers and staff of Department of Horticulture, he appreciated the efforts being put in by the officers and staff in maintaining these farms in spite of fund constraints and other difficulties. However, he expressed the need for further improvement in maintenance and up keeping of these important farms.

He advocated that these farms should bring self-sufficiency in production of quality planting materials in the state, and should also serve as model and demonstration farms for farmers. He advised that Research & Development works should be taken up in these farms immediately to find solutions to various problems being faced by the farmers, and also to develop best technologies as per specific local conditions for benefit of farmers. He further advised the officers and staff of the department of Horticulture that there should be no any compromise in quality of inputs provided to the farmers, particularly in the matter of planting materials.  

While responding to a memorandum submitted by the farmers of Shergaon area regarding establishment of Central Institute of Temperate Horticulture in West Kameng District, the Minister informed that the Department of Horticulture is pursuing the matter with Indian Council of Agriculture and Central Govt. for an early decision on the matter.

The Minister further expressed his sincere concerns for late release of wages to farm labourers and assured that a system will be worked out so that the labours get their wage in time.

The minister also visited Kiwi and apple orchards of progressive farmers in Dirang.

While interacting with the progressive farmers, he expressed his sincere appreciation for taking up Horticulture in such a big way and said that streamlining the Marketing of Horticulture produce is required to ensure good remuneration for the farmers. Sena, advised that farmers should use organic manures in their farms as much as possible to maintain the soil fertility for long term consistent production of crops. He further advocated that crop and area specific Horticultural projects should be taken up as per suitability of location instead of taking up a large number of crops on piece meal basis.

Sena was accompanied by team of senior officers of the department of Horticulture during his tour for on the spot discussion on various problems and issues of farmers and the department.  

 

 

Training programme on library management

ITANAGAR Aug 24: The three days training programme on Library Management  began here at State library today. The training programme is jointly organized by the Department of Public Libraries and National Library, Kolkata.

Addressing the trainees and other dignitaries, Tarak Mize, Dy. Director, Public Libraries  said Librarianship is a noble and exalted profession and service to the mankind is it’s motto. He termed librarians as the persons who have to be vigilant and conscientious to keep existing high ideals alive.

Dr.R  Ramachandran, Principal Library and Information officer National Library, in his key note address said that this programme will help library professionals to develop  their skill to catch up the information needs in the modern technological world. He said the libraries were always associated with books and its readers but with the onslaught of modern technology, these are replaced by e-books, e-journals etc. Therefore, he stressed upon the library professionals to have the basic knowledge of computers which will help them in managing library in a better way.

We should try to preserve old books in digitized form,  said Dr. M Maltesh, Dy. Librarian, RGU, while stressing on the need of adopting modern technology in library movement. Maltesh, who was the resource person, further urged the participants to keep track of the rarest things/books and preserve them  for next generation.

Defining management  as the process of coordinating the total resource of an organisation towards the accomplishment of the desired goals, J.Borang, Director Public libraries urged upon the participants to learn the strategy for proper management of library.

L. Ete, DL  and IO said that this workshop will provide an opportunity to develop professional competencies in providing very effective and efficient library services in our state. Md. Usman Ghani,  Asstt. Library  and Information Officer briefed on the history of National Library Kolkata and its collection with latest IT facility.

Later, the resource persons dwelt at length on the topics related to recording and processing of books/journals, and preservation techniques.

 

 

Health managers not doing enough to prevent Dengue’

RUKSIN, Aug 24: East Siang district health department is yet to take precautionary measures to prevent Dengue fever from further spreading at most vulnerable foothill areas bordering to Assam even after detection of a number of Dengue cases in the district.

It may be mentioned here that ‘Dengue’ is a vector- borne disease and the pathogen is carried by a kind of mosquito named ‘Adis egypta. The mosquito usually appears during day time. The common symptoms of the disease are fever, hemorrhagic condition like epistaxis, malina and shock syndrome etc.

The people here allege that the health department is not doing enough to control the outbreak of Dengue. No awareness drive to fight the fatal disease has been conducted at any vulnerable area so far. Conduction of fogging operation with chemical insecticide (Malathion) in and around is not enough to contain the disease, they said.

The health department had detected a number of Dengue cases during the last week besides a large number of Typhus and other viral fevers. Reports from health department said that large number viral fever cases were treated in Pasighat General Hospital. The department earlier sent 118 blood samples to ICMR Dibrugarh for diagnosis and accordingly confirmed presence of Dengue pathogens (virus) in 4 samples.

The people of Ruksin and Nari sub-division bordering to Assam have apprehension that the fatal dengue might be spread to these areas because the entire border area is a malaria-prone area.

Expressing apprehension over the probability of out breaking of this disease, Nari-Koyu MLA Tako Dabii, on Tuesday directed East Siang district administration and the health department to tackle the disease with utmost care.

Dabii, who is also political advisor to state’s Chief Minister, urged the government to take strategic step to prevent further spreading of Dengue and viral fevers in the area, but his direction has not yet bore fruits. "Neither fogging nor awareness drive on Dengue has been carried out in these areas so far", the people said.

The medical officers in Ruksin Community Health Centre (CHC) today said they have not found any complicated fever case having symptoms of Dengue. “The district medical officer has directed us to refer any suspected case to Pasighat”, said CHC in-charge Dr Dilip Dutta.

 

 

DC hold meeting with SMC and Teachers

ANINI, Aug 24:  Expressing his disappointment over the poor results of GHSS here in the last Board examination, Deputy Commissioner Abu Tayeng asked the School Management Committee (SMC) and the teachers of the school to share their views and suggestions in order to streamline the lacunas in the existing system so that desired and remarkable improvement in academic performance can be achieved in the current academic year.

The DC convened a meeting of the School Management Committee of GHSS, Anini and the teachers  to discuss on  the issues related to shortage of subject teachers,  poor performance of the students in last board examinations and remedial measures to be adopted to improve the performance.

The meeting attempted to assess the probable reasons of such poor results basing on the feedback offered by the teaching community and the SMC members, who blamed shortage of subject teachers as the main reason.

The DC asked the school authority to take over the newly constructed building with immediate effect which will immensely solve the problems of accommodation shortage besides confining the students within school campus. It will also put restrain on students being truancy which is also considered as the major contributory factor for poor results. He assured the school authority and SMC of providing with fund for developing kitchen garden so that the seasonal fresh organic vegetables can be made available to the pupils residing in hostels and the vast available land belonging to school can be brought under some use.  

On the appeal of the DC, few officers are voluntarily taking classes since a month back. They all have been once again requested to continue with noble work in advancing the course so that the students do not suffer.

Many innovative strategies to be adopted in current academic session were also discussed. DIPRO

 

 

Sensitization prog on disaster management

TAWANG, Aug. 24: The District Disaster Management Department, Tawang conducted a one day training cum sensitization programme for the employees of all line departments, members of community based organizations, volunteers of scouts and guides, NGOs, PRI members and gaon buras (GBs) of the district here yesterday.

Deputy Commissioner Kemo Lollen, who also is Chairperson ex- officio DDMA,  said that the training would help them to deal with any adverse calamity. He advised the NGOS and PR members to come forward and get the benefits of the training. Explaining that the term Disaster is a comprehensive one, Lollen said one must have thorough knowledge and perfect awareness on the particular matter for which the training was necessitated.

“Almost all the disasters, in fact, happen because of our unplanned management and selfish exploitation of natural resources”, Lollen said while highlighting the fact that one has to undertake scientific, technical and systematic approach in the process of development, industrialization and mining so that the ecological balance is not disturbed.

Earlier, DDMO Tsering Ngurup, highlighting the motto of training urged the members present to gain the maximum benefit of the training and also deliver the knowledge to their fellow citizens.

K B Kayastha, ADO Tawang, informed the gathering about the management in case of Earthquake and Landslides.

First ever pest management training held

ZIRO, Aug 24: A one day training cum demonstration on integrated pest management (IPM) of Kharif Rice crop was organized by the Central IPM centre, Itanagar at the residential compound of local MLA cum Parliamentary Secretary Padi Richo here yesterday.

Richo while attending the training cum demonstration said that the programme has been arranged after reports of  large scale paddy plant decay was filed in Ziro and to find the causes and to initiate preventive measures to over come damages in near future. On receiving the news of decaying paddy plants which affected seriously the fish-cum-paddy culture in the Valley, people of entire nation was shocked.

This training programme, a centrally sponsored scheme is organized for the first time in Arunachal Pradesh, he added.

Stating that income from paddy-cum-fish cultivation is limited while the income generated out of tourist, who visits here to conduct study on unique agricultural practice is higher, MLA suggested farmers to continue their practice. He discouraged construction of concrete structures in paddy fields. He also advised the participants to give due importance on growing of vegetables as it gives higher income than conventional practices.

Amidst loud applaud from participants; MLA disclosed that the state government is releasing a corpus fund of Rs.2 crore, especially for the benefit of rural farmers of the district which will be utilized for mobilization and purchasing of vegetable products for the rural farmers. Under this scheme, a farmer can sell his products directly to the department at the prevailing rates. For convenience of farmers, a centre will be opened in every village where village farmers can sell their products to the department. In case of failure to release the fund, he committed to sanction from his MLA LAD Fund for his area to meet up necessary requirements.

Lower Subansiri deputy commissioner Taru Talo attended the programme as special invitee. As most of the participants were of women folk particularly from villages, he appreciated them for their turn up and showing interest for the training. Impressed by their participation he quoted a popular saying “if you educate a man, is to educate one but if you educate a woman, is to educate entire family”. In order to derive maximum benefits from the training programme, the participants should seek clarification from the resource persons in case of any confusion, he added.

Earlier, Dani Yubbe, DAO in his brief speech said that this kind of training programme was never organized in State. It is purely centrally sponsored scheme for which credit goes only to the local MLA under whose initiative and persuasion the centre government has considered.

Padi Kuniya, wife of local the MLA distributed IPM kits to the participating farmers.

More than 60 participants representing different villages of Ziro took part in the training cum demonstration programme.

DLMC meeting reviews developmental progs

Seppa, Aug 24: The 6th District Level Monitoring Committee Meeting of Multi- Sectoral Development Programme was held under the Chairmanship of deputy commissioner Tope Bam at Kameng Hallhere yesterday. Kumar Waii, Parliamentary secretary RWD, Supply & Transport, Tapuk Taku, MLA cum Chairman Sport Authority of Arunachal, .Karya Bagang, MLA and among others attended the meeting.

Highlighting the importance of the meeting, the DC  he urged the members to put forward their constructive views and suggestions for best implementation of various said that the DLMC meeting is the most important forum to review and discuss on the implementation of various development project in the district.

All the elected representatives suggested that lager projects of public utility having visible development should be taken up from available fund and also suggested that the project proposals be sent in advance with state matching share in the later stage.

Vijoy Sonam, DPO explained in details about various projects under MSDP in the district. He informed that all the project proposals submitted under MSDP plan have been approved by the empowered committee, which included 21  Girls’ Hostel and 6 PHE building.

The District Level Monitoring Committee approved project for submission to the state Govt, which included construction of school, building for Govt. Higher Secondary School, Seppa and School building for Govt. Higher Secondary School Bazarline, Seppa for which the DPR would be prepared by Dy. Director, UD.

Meanwhile, the DC in the 7th DLMC meeting sought suggestions from the elected representatives about the future course of action for successful implementation of the project under SPA, NEC, NLCPR etc.

Attending the meeting Kumar Waii expressed concern over the absence of officers from implementing agency in the meeting saying that it would have been better had they attended the meeting so as to discuss the projects and sorted out lacunae, if any, during the process of implementation.

Tapuk Taku said that leader can at best bring fund for developmental projects but it should be the sole responsibility of agency to ensure success of the project.

Karya Bagang, while suggesting for regular meeting of elected representatives with implementing agency urged them not to compromise with quality of works.

Vijoy Sonam, DPO reviewed the decision of the last DLMC meeting and also progress made which included immediate handing over of all completed projects to the user agency tending of all SPA,NEC & NLCPR project as per guidelines of planning commission, photography and videography of all projects being during & after the projects and so on. State NSUI leader pleads for NE students’ security

ITANAGAR, Aug 24: Arunachal Pradesh State Unit NSUI President Kirbe Dulom has attended the North East NSUI presidentship meeting at New Delhi yesterday.

On the occasion, Dulom presented state’s NSUI report and also briefed about the various problems faced by NE students who are pursuing their study in different states. He appealed to MP and youth leader Rahul Gandhi to look into the problems being faced by the NE students in other states of the country and  request for security measures.

 

Seminar on health and hygiene

ITANAGAR, Aug 24: Saint Claret College, Ziro organized a seminar on “Health and Hygiene for Quality Living” under the aegis of People Education and Social Empowerment Center and Health Promotion Cell of the College. Rev. Sr. Dr. Sushmita, SD, MBBS, DNB, led the seminar for a group of 350 student participants.

Dr. Sushmita focused on the need for caring for one’s health on a long-term basis and the significance of adopting hygienic practices in everyday living in order to avoid many contagious diseases.

The audiovisual presentations on the hygienic practices were educative for all the participants. The sessions were made lively and interactive by the probing questions and clarifications sought by the participants.   

 

Org. demands repatriation

ITANAGAR, Aug 24: All Arunachal Pradesh Anti Corruption Organization has requested the North Eastern Regional Institute of Science and Technology director to repatriate the institute’s AE (C) on deputation to his parent department. The organization in a complaint letter addressed to NERIST director claimed that the said AE had been appointed on deputation by the previous NERIST director in November 2009 in violation of the established service rules as  he had not completed ‘the mandatory 2 years probation period in his parent department as JE (C)’. Such appointment had also denied promotional scope for  junior engineers of the institution, it further claimed.  

 

Govt takes steps for students’ return journey

ITANAGAR, Aug 24: The Directorate of Higher and Technical Education, Govt of Arunachal Pradesh, in a release informed that arrangements are being made for return of Arunachalee students to Maharashtra and other states, who returned back home from their respective place of studies in various states due to the threats post after Assam violence. Communal harmony  forthnight

CHANGLANG, Aug 24: Communal harmony forthnight is being celebrated at Changlang DIET auditorium from August 17 to September 3 in memory of former prime minister Late Rajiv Gandhi.

Changlang deputy commissioner Opak Gao paid floral tribute to the decorated portrait of Gandhi on his birthday on August 20 at DIET auditorium.

Addressing the gathering on the occasion, Gao said communal harmony should begin from home. He opined that teachers can play an important role in imparting quality education and thereby spreading the message of communal harmony and unity. Bar association condemnes assault on advocate

ITANAGAR, Aug 24: Lower Subansiri District Bar Association condemned the physical assault of an advocate in the court premises of Additional Deputy Commissioner, Yachuli on August 22 allegedly by relative of opposite party against whom the assaulted advocate has represented on the date.

Further terming the assault of advocate as unfortunate, the members of the Bar association has decided not to take the case of the alleged accused persons and added that such act should be condemned by every member of the society.

The winner Horticulture ‘A’ team and runners up Horticulture ‘B’ teams were awarded with trophies and cash prizes. Doying Gumin College team was adjudged the best disciplined team of the tournament in which 8 team participated.

NNCS distributes house-hold  items to fire victims

ITANAGAR, Aug 24: N.N. Charitable Society (NNCS) has distributed utensils and other household items worth Rs. 10,000 to the victims of the fire tragedy at Sangri Village under Sagalee sub division of Papum Pare District.

A fire broke out in the house of Taba Kacha of Sangri village on August 17 and gutted down all properties including utensils and ornaments, according to NNCS release.

 

BJP all set to revamp party organization

Itanagar, Aug 24: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) is all set to go for the party organization election this year.

The state BJP could not conduct its organizational election in 2009 due to monsoon fury. But this time it is all set to go for the election, State BJP vice president and State Election Officer BR Wage assured the central high command of the party in the party’s All India State Election Officers meeting cum workshop at New Delhi on August 21.

The BJP organizational elections are conducted in every three years and the organizational elections 2012 is expected to be completed by October-November 2012 in the state, he said.

The All India General Secretary, Organization, Dr. Ramlalji has called upon the State Election Officers for the BJP organization elections 2012 to work hard for successful conduction of the organizational elections.

The Central Election Officer (CEO) and National BJP General Secretary, Thawarchand Gehlot (MP) lauded the progress made in various states and UTs for the Organizational elections 2012 and called upon the SEOs to expedite their activities at their respective states.

The day long meeting-cum-workshop was attended by the SEOs of all the 28 states and 06 Union territories and central team members of organizational elections management besides resources persons from refuted institutions.

Arunachal needs a paramedical council

Dear Editor,

The curability of disease depends upon physical examination, proper diagnosis of the disease and treatment. Here diagnosis plays a key role in the curability of disease. Clinical Laboratory and Medical Laboratory professionals are the key factors behind the diagnostic approach in the modern medical science. Unfortunately, in Arunachal Pradesh quality control measures or regulations in the field of diagnostic  are  not formulated yet.

Although the recent advance in medical science helps improve the treatment strategies, drawback in the diagnostic set up  comes in the way of  proper health care as per the WHO guidelines. Hence, proper attention in the diagnostic field is crucial and relevant in the modern medical care.

Considering all these factors legislation is inevitable in the field of Clinical laboratory science, for the improvement of total health care system in Arunachal Pradesh. Medical Laboratory /paramedical Council in the clinical laboratory science is essential for education and training of the professionals in Medical Laboratory Technology, Registration of professionals and inspection for standardization and quality controls of clinical laboratories and institutes.

In states like Kerala, Andhra Pradesh and Madhya Pradesh Medical laboratory /Paramedical Council assures quality control and monitor the standard of clinical laboratory sciences or paramedical courses. The council conducts examination, issues guidelines, professional code of conduct and look into the activities related to laboratory science.

In Arunachal Pradesh, there are so many diagnostic laboratories established without proper registration and  quality control measures. So just imagine, how a patient can get proper treatment without reliable lab reports.

In sort, we need Regulatory body (Laboratory/paramedical council) for check and balance in laboratory sciences for  better health service in Arunachal Pradesh.

Therefore, I would like to appeal to the state Govt including its  Chief Minister, Health Minister and officers of health department to take necessary steps to establish the Medical laboratory/paramedical council in the state at the earliest.

Who says office manned by Policemen does not deliver?

Dear Editor,     

Never did I visit any office manned by police personnel in my entire service life spanning over two decades except for once when necessitated to settle Pension and death gratuity of my deceased policeman brother. As I entered the office of Commandant 2nd APP BN BHQ Aalo sharp at 9am with a different pre conceived notion, I was totally baffled by the presence of all the clerical policemen with all its strength concentrating on their assigned works, unlike other offices  where such scene usually dawn after 10.30 am. The direct contact with working policeman with  overwhelming response, humane gesture  and helping hands to move from table to table to get the work done can make anyone quite at ease. Even the Xerox copies of essential documents/information is made available sitting on the table with the existing facility and you need not run or ply around. A close chat with a policeman said, “We are accustomed to such nature of work, we have a long list of widows who lost their husbands either on duty or due to ailments and there is a habit among us not only to speed up humanitarian cause but pendency of  office works is out of question here”.

This office is unique in the sense that it has a discipline set of work culture that cannot go without any iota of admiration that sets a glaring trend for others to emulate.

An appeal

Dear Editor,

Through your esteemed daily I would like to request the commissioner-cum-secretary Tax and Excise to defer its exam date which is scheduled on 2nd September as the scheduled date is coincided with the exam date of APPBn and IRBn constables. Recruitment process in APPBn and IRBn  had already begun from 17th August 2012 and  date of written exam  has been fixed on 2nd September 2012 in every district of Arunachal Pradesh.

We the unemployed youth of Arunachal Pradesh  are struggling  for job. But alas ! Neither Tax & Excise nor police department  are accepting  our request to reconsider the exam date.

Therefore, I, on behalf of the physical test qualified candidates of both constable in Tax & excise and APPBn and IRBn, request the commissioner-cum-secretary to re-schedule the exam date so that  qualified candidates get chance to appear the exam.

Global water crisis

1.1 billion people in the world do not have access to safe drinking water, roughly one-sixth of the world’s population. 2.2 million people in developing countries, most of them children, die every year from diseases associated with lack of access to safe drinking water, inadequate sanitation and poor hygiene. Half of the world’s hospital beds are filled with people suffering from water related illnesses.

It is estimated that 5.3 billion people, two-thirds of the world’s population, will suffer from water shortages by 2025.

In many countries, the water problem is the primary reason people are unable to rise out of poverty. Women and children bear the burdens disproportionately, often spending six hours or more each day fetching water for their families and communities.

On the other hand, this year poor monsoon rains have diminished the water available for agriculture and groundwater reservoir replenishment in South Asia, as well as making it difficult for farmers to know when to plant crops.

Poor monsoon rains and droughts in India, Pakistan and Sri Lanka have dimmed the prospects of rainwater refilling drained aquifers in the region, experts have said.

Scientists have warned of insufficient water levels in most of Pakistan’s natural groundwater reservoirs, potentially affecting wintertime agriculture, especially wheat.

But there is hope. Proven solutions to the water problem currently exist, such as digging wells and rainwater harvesting. Proper funding and a collective will can make universal safe drinking water a reality.
