Tuki reiterates vision to make Arunachal frontrunner in sports
ITANAGAR, Aug 24: Chief Minister Nabam Tuki reiterated his commitment to make Arunachal Pradesh a vibrant leading edge state in sports through target oriented action plans.
“Our main vision is to make Arunachal Pradesh a vibrant leading edge state in sports through target oriented action plans for diverse activities including coaching, training, counseling and participation at various levels of tournaments and championships of all sports disciplines,” Tuki said on the concluding ceremony of the first Dorjee Khandu Memorial State Open Badminton Tournament here this evening.
“My government has recently adopted a comprehensive State Sports Policy, which would provide adequate incentives to sportspersons and boost sporting events. The pragmatic and uniform Sports Policy will broad base sports activities in the state so that people from different parts of the society get a fair chance to show their talent at all levels,” the Chief Minister said.

Recalling former Chief Minister Late Dorjee Khandu’s love for the game, Tuki said the former visionary leader played it with his heart and contributed to its development with his heart. Inside the court he was one of the most agile players that I have seen and outside he did all that was possible for upliftment of the game as well as young players. I can bet that many players here today have excelled due to his constant encouragement and guidance, Tuki said.
This tournament in his memorial is indeed a befitting tribute to the great ambassador of the game, he added. Tuki also declared that from next year the State Government will take over the tournament and facilitate its conduction through the Arunachal State Badminton Association (ASBA). He also assured to place sufficient funds for construction of one more badminton club with at least two courts. This will pave way to smooth conduction of the tournament as well as provide additional courts for our players to hone their skill.

“They have carved their niche in sporting arenas like weightlifting, mountaineering, karate, archery, taekwondo, chess and even badminton, etc. We are proud of them for bringing laurels to the state and making Arunachal Pradesh an emerging sporting state to reckon with in the country.
Keeping in mind the future of the state’s sporting talents, the state government has increased reservation of jobs under sports quota in the state police and sports department from 5% to 10 %. Further, enough funds have been sanctioned for development of sports infrastructure as well as holding of sporting activities at Panchayat levels all over the state, he informed. We are also planning to construct indoor and outdoor stadiums at various locations in the state, he added..

NESO calls NE bandh against illegal immigrants
Guwahati, Aug 24: The North East Students Organisation (NESO) today announced an agitational programme, including a bandh in N E states to protest against the recent exodus of NE people from other states and in favour of demand for immediate detection and deportation of illegal immigrants.
Addressing a press conference after an emergent meeting, leaders of the apex student body of the region announced a public rally to be held here on September six where members of NE MPs' Forum, government representatives from Karnataka, Maharashtra and Andhra Pradesh from where the exodus had taken place will be invited.

ITANAGAR, Aug 24: The days have turned into months but still everyone is clueless about who are the persons involved in Tongam Rina attack case. Journalist fraternities of state are trying every possible step to put pressure on investigating agencies to accelerate the investigation process. Every time when we approach police or state government officials, we are told, “Investigation is going on. Please have patience.”
Since the black Sunday of July 15, when associate editor of this daily Tongam Rina was shot at in front of the office, life has totally changed for journalist fraternities of state. Fear and restlessness has engulfed the media houses. However, the media fraternities of state have pinned hope on police and state government that attackers of Rina will be arrested or identified at the earliest. But with each passing day the hope is dying and there is genuine anger against politicians and policemen.
The experience of dealing with police and politicians in the wake of attack on media houses and media persons in recent past made us to believe there is nexus between politicians, police and criminals in the state. Majority of hardcore criminals in the state are being given patronage by powerful politicians. Also most of these so called powerful criminals who started their ‘crime career’ from petty crimes have become friends with men in uniform because of their constant visit to the police station. Such kind of friendship becomes big obstacle during the investigation.
Politician gives wonderful sound byte to media condemning all kind of criminal acts but behind the scene, they are the one who put pressure on police not to arrest their pet goondas. In return, the criminals help politicians during election for intimidating voters and poll officials.
Knowing that their master’s are always there to protect them, most of the criminals of state are acting without any fear.
If these criminals are not given punishment for the heinous acts committed by them, then in days to come they will terrorize all law abiding citizen. In fact, Arunachal will have no place for peace loving and law abiding citizen if present trend continues.
Every time when there is a crime incident, the ordinary citizens of state raise voice, politicians and police assure that culprits will be arrested. However, after some days everyone forgets about incident and life moves on. There lacks a political will on the part of law makers to act tough against criminals.
The most ironical part is that attackers or persons involved in Tongam Rina attack case might be reading this article and may be commenting, “poor Taba Ajum, keep writing, nothing will happen.” There is a dirty nexus between politicians and goondas, but both of them would say, “Sab ganda hai par dhandha hai yeh...”

Nurses demand creation of posts, pending allowances
ITANAGAR, Aug 24: The trained Nurses Association of India Arunachal Pradesh State Branch has appealed to the state Govt to sanction especial fund for creation of nursing administrator posts within this financial year.
No post for nursing administrators has been created for last more than 20 years, the TNAI state branch claimed adding there are no DDHS (nursing) and assistant director, Nursing whereas Arunachal urgently requires one DDHS (nursing) and 3 assistant directors (nursing).
In a letter to the finance minister, the Association said that since 1962 only two posts of nursing superintendent/matrons have been created. No hospitals and primary health can perform its function properly without supportive medical staff, it said adding that posts of the nursing administrator and other nursing staff must be created for each of the district hospital and health centre across the state.
In a separate letter to the director of health service, the nurses demanded immediate release of all pending allowances including arrear as per the 6th CPC for nursing personnel. The nursing staff in all health centres are deprived of their legitimate dues despite they are performing their duties with dedication in adverse and difficult situation, it said.
Expert team from Dibrugarh to carry out investigation into outbreak of dengue
ITANAGAR, Aug 24: A Scientific Team from the Regional Medical Research Centre, ICMR, Dibrugarh would carry out detailed investigation into the outbreak of Dengue in Pasighat, East Siang district.
Four patients were found positive for Dengue virus and 40 for “Scrub Typhus” out of 118 blood sample collected from Pasighat recently. The tests were conducted by RMRC, ICMR, Dibrugarh, informed Dr.L. Jampa, MD, State Epidemiologist, Directorate of Health Services.
The team is arriving Pasighat on August 27.
Another team from the National Vector Borne Disease Control Programme (NVBDCP) and National Center for Disease Control (NCDC) is also visiting Arunachal Pradesh to investigate the outbreak of Dengue fever in Pasighat, Dr. Jampa informed. The team of expert (entomological) would conduct study on vectors collected from Pasighat by the entomological team at Kimin Zonal Malaria Headquarter.

‘Health managers not doing enough to prevent Dengue’

RUKSIN, Aug 24: East Siang district health department is yet to take precautionary measures to prevent Dengue fever from further spreading at most vulnerable foothill areas bordering to Assam even after detection of a number of Dengue cases in the district.

No awareness drive to fight the fatal disease has been conducted at any vulnerable area so far. Conduction of fogging operation with chemical insecticide (Malathion) in and around is not enough to contain the disease, they said.
The health department had detected a number of Dengue cases during the last week besides a large number of Typhus and other viral fevers. Reports from health department said that large number viral fever cases were treated in Pasighat General Hospital. The department earlier sent 118 blood samples to ICMR Dibrugarh for diagnosis and accordingly confirmed presence of Dengue pathogens (virus) in 4 samples.

ANINI, Aug 24: Expressing his disappointment over the poor results of GHSS here in the last Board examination, Deputy Commissioner Abu Tayeng asked the School Management Committee (SMC) and the teachers of the school to share their views and suggestions in order to streamline the lacunas in the existing system so that desired and remarkable improvement in academic performance can be achieved in the current academic year.
The DC convened a meeting of the School Management Committee of GHSS, Anini and the teachers to discuss on the issues related to shortage of subject teachers, poor performance of the students in last board examinations and remedial measures to be adopted to improve the performance.
The meeting attempted to assess the probable reasons of such poor results basing on the feedback offered by the teaching community and the SMC members, who blamed shortage of subject teachers as the main reason.
The DC asked the school authority to take over the newly constructed building with immediate effect which will immensely solve the problems of accommodation shortage besides confining the students within school campus. It will also put restrain on students being truancy which is also considered as the major contributory factor for poor results. He assured the school authority and SMC of providing with fund for developing kitchen garden so that the seasonal fresh organic vegetables can be made available to the pupils residing in hostels and the vast available land belonging to school can be brought under some use.

As most of the participants were of women folk particularly from villages, he appreciated them for their turn up and showing interest for the training. Impressed by their participation he quoted a popular saying “if you educate a man, is to educate one but if you educate a woman, is to educate entire family”. In order to derive maximum benefits from the training programme, the participants should seek clarification from the resource persons in case of any confusion, he added.
Earlier, Dani Yubbe, DAO in his brief speech said that this kind of training programme was never organized in State. It is purely centrally sponsored scheme for which credit goes only to the local MLA under whose initiative and persuasion the centre government has considered.

Attending the meeting Kumar Waii expressed concern over the absence of officers from implementing agency in the meeting saying that it would have been better had they attended the meeting so as to discuss the projects and sorted out lacunae, if any, during the process of implementation.
Tapuk Taku said that leader can at best bring fund for developmental projects but it should be the sole responsibility of agency to ensure success of the project.

Org. demands repatriation
ITANAGAR, Aug 24: All Arunachal Pradesh Anti Corruption Organization has requested the North Eastern Regional Institute of Science and Technology director to repatriate the institute’s AE (C) on deputation to his parent department. The organization in a complaint letter addressed to NERIST director claimed that the said AE had been appointed on deputation by the previous NERIST director in November 2009 in violation of the established service rules as he had not completed ‘the mandatory 2 years probation period in his parent department as JE (C)’. Such appointment had also denied promotional scope for junior engineers of the institution, it further claimed.

Communal harmony forthnight
CHANGLANG, Aug 24: Communal harmony forthnight is being celebrated at Changlang DIET auditorium from August 17 to September 3 in memory of former prime minister Late Rajiv Gandhi.
Changlang deputy commissioner Opak Gao paid floral tribute to the decorated portrait of Gandhi on his birthday on August 20 at DIET auditorium.
Addressing the gathering on the occasion, Gao said communal harmony should begin from home. He opined that teachers can play an important role in imparting quality education and thereby spreading the message of communal harmony and unity. Bar association condemnes assault on advocate
ITANAGAR, Aug 24: Lower Subansiri District Bar Association condemned the physical assault of an advocate in the court premises of Additional Deputy Commissioner, Yachuli on August 22 allegedly by relative of opposite party against whom the assaulted advocate has represented on the date.
Further terming the assault of advocate as unfortunate, the members of the Bar association has decided not to take the case of the alleged accused persons and added that such act should be condemned by every member of the society.

The winner Horticulture ‘A’ team and runners up Horticulture ‘B’ teams were awarded with trophies and cash prizes. Doying Gumin College team was adjudged the best disciplined team of the tournament in which 8 team participated.

ITANAGAR, Aug 24: N.N. Charitable Society (NNCS) has distributed utensils and other household items worth Rs. 10,000 to the victims of the fire tragedy at Sangri Village under Sagalee sub division of Papum Pare District.
A fire broke out in the house of Taba Kacha of Sangri village on August 17 and gutted down all properties including utensils and ornaments, according to NNCS release.
BJP all set to revamp party organization
Itanagar, Aug 24: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) is all set to go for the party organization election this year.
The state BJP could not conduct its organizational election in 2009 due to monsoon fury. Arunachal needs a paramedical council

The curability of disease depends upon physical examination, proper diagnosis of the disease and treatment. Here diagnosis plays a key role in the curability of disease. Clinical Laboratory and Medical Laboratory professionals are the key factors behind the diagnostic approach in the modern medical science. Unfortunately, in Arunachal Pradesh quality control measures or regulations in the field of diagnostic are not formulated yet.
Although the recent advance in medical science helps improve the treatment strategies, drawback in the diagnostic set up comes in the way of proper health care as per the WHO guidelines. Hence, proper attention in the diagnostic field is crucial and relevant in the modern medical care.
Considering all these factors legislation is inevitable in the field of Clinical laboratory science, for the improvement of total health care system in Arunachal Pradesh. Medical Laboratory /paramedical Council in the clinical laboratory science is essential for education and training of the professionals in Medical Laboratory Technology, Registration of professionals and inspection for standardization and quality controls of clinical laboratories and institutes.
In states like Kerala, Andhra Pradesh and Madhya Pradesh Medical laboratory /Paramedical Council assures quality control and monitor the standard of clinical laboratory sciences or paramedical courses. The council conducts examination, issues guidelines, professional code of conduct and look into the activities related to laboratory science.
In Arunachal Pradesh, there are so many diagnostic laboratories established without proper registration and quality control measures. So just imagine, how a patient can get proper treatment without reliable lab reports.
In sort, we need Regulatory body (Laboratory/paramedical council) for check and balance in laboratory sciences for better health service in Arunachal Pradesh.
Therefore, I would like to appeal to the state Govt including its Chief Minister, Health Minister and officers of health department to take necessary steps to establish the Medical laboratory/paramedical council in the state at the earliest.

Who says office manned by Policemen does not deliver?
Dear Editor,
Never did I visit any office manned by police personnel in my entire service life spanning over two decades except for once when necessitated to settle Pension and death gratuity of my deceased policeman brother. As I entered the office of Commandant 2nd APP BN BHQ Aalo sharp at 9am with a different pre conceived notion, I was totally baffled by the presence of all the clerical policemen with all its strength concentrating on their assigned works, unlike other offices where such scene usually dawn after 10.30 am. The direct contact with working policeman with overwhelming response, humane gesture and helping hands to move from table to table to get the work done can make anyone quite at ease. Even the Xerox copies of essential documents/information is made available sitting on the table with the existing facility and you need not run or ply around. A close chat with a policeman said, “We are accustomed to such nature of work, we have a long list of widows who lost their husbands either on duty or due to ailments and there is a habit among us not only to speed up humanitarian cause but pendency of office works is out of question here”.
This office is unique in the sense that it has a discipline set of work culture that cannot go without any iota of admiration that sets a glaring trend for others to emulate.

In many countries, the water problem is the primary reason people are unable to rise out of poverty. Women and children bear the burdens disproportionately, often spending six hours or more each day fetching water for their families and communities.
On the other hand, this year poor monsoon rains have diminished the water available for agriculture and groundwater reservoir replenishment in South Asia, as well as making it difficult for farmers to know when to plant crops.
Poor monsoon rains and droughts in India, Pakistan and Sri Lanka have dimmed the prospects of rainwater refilling drained aquifers in the region, experts have said.
Scientists have warned of insufficient water levels in most of Pakistan’s natural groundwater reservoirs, potentially affecting wintertime agriculture, especially wheat.
But there is hope. Proven solutions to the water problem currently exist, such as digging wells and rainwater harvesting. Proper funding and a collective will can make universal safe drinking water a reality.
